Read the commentary of "The Guardian" which seems pointing the corrupt government as responsible for the calamity victims.. "people are more likely to live in substandard housing, some of it shamelessly jerrybuilt by greedy landlords and authorized by corrupt authorities " … They are.. the majority victims of Yolanda's life swipe -out.

Indeed, right! In every calamity, majority of the victims are poor and merely living in temporary shanty houses. Most of the survivors are living in the concrete buildings which majorities of them are middle class and upper class.  

Typhoon Haiyan: there is worse to come

The first disaster to kill more than a million people could happen within our lifetimes

No single typhoon, flood or drought anywhere in the world can be blamed on global warming, but the inexorable rise of the global thermometer is nevertheless an indicator of worse to come. Cyclones, hurricanes and typhoons are temperature-dependent phenomena. They become increasingly hazardous as sea temperatures rise. As average global temperatures increase, so does the likelihood of ever greater extremes of local temperature. So does evaporation, and so does the capacity of air to carry ever greater volumes of water vapour. So the lesson of typhoon Haiyan, which struck the Philippines with unparalleled fury on Friday, is that there is more to come, with more deaths, more destruction, more wrecked economies.

This would be true even without global warming. Population growth rates might have declined, but every 60 minutes there are another 8,000 people in the world: about 75 million every year. Most of these are in the developing world, and since so much of the developing world is within and around the tropics, where cyclones are a seasonal hazard, that means there will be more potential victims in the path of any climate-related disaster. For the first time in human history, more people are concentrated in the cities than dispersed in the countryside, and this concentration is expected to continue until almost two-thirds of all humanity lives in the cities. That means that any typhoon that hits an urban region will find more people in the way.

But more than 2 billion people have to survive on incomes of no more than $2 a day, and these too are crowded in cities in and near the tropics. These people are more likely to live in substandard housing, some of it shamelessly jerrybuilt by greedy landlords and authorized by corrupt authorities, or in shanty towns on unstable or marginal land at risk from flood and landslip when the heavens open. The schools built for their children are liable to collapse in earthquake or cyclone, any hospitals available to them are likely to be reduced to rubble along with their houses.

The Philippines government, with a long and cruel experience of typhoons, had a comprehensive disaster management strategy, plenty of warning, and it knew what to expect. The second lesson of Haiyan is that even those who make ready for bad weather may be overwhelmed by even worse.

The final lesson is that, sooner or later, some unparalleled disaster will slam with little or no warning into some crowded city managed by a heedless authority in a country run by a corrupt or brutal oligarchy. It could be the first disaster to kill more than a million, and it could happen within our lifetimes. There may be worse to come, and not just because of climate change. – The Guardian

60 years discussion finally ended- Israel and Philippines Agreed to Increase Flights Direct and stop over India, Rome

It took just 60 years for the Philippines and Israel to agree to a new air service agreement updating a document that was signed more than six decades ago.

Under the new agreement, airlines in the Philippines will be able and entitled to an increased number of flights to Israel and permission to use Tel Aviv as a stopover point on the way to Europe. Officials from both countries met to discuss details of the new agreement on November 5 and 6 (2013).

According to Carmelo Arcilla, Executive Director of the Civil Aeronautics Board, the new agreement enables designated airlines of each country to operate up to 21 flights per week between Israel and the Philippines.

"We've concluded a new air service agreement with Israel today," said Arcilla. "Under the new agreement, the designated airlines of each country are entitled to a total of 21 flights per week between any points in the Philippines and Israel." He added that three fifth freedom rights were also included as part of the new agreement involving the cities of Mumbai and Madrid. "This means that a Philippine carrier can fly to India, unload and pick up passengers and proceed to Israel, or unload and pick up in Israel and proceed to Madrid," Arcilla said.

The third fifth freedom right negotiated pertained to stopover and co-terminal rights to any third country for any of the 21 weekly flights. "This means that a Philippine carrier can bring passengers to Tel Aviv and proceed to say, Rome, or bring passengers to Tel Aviv, and pick them up again after several days for the onward travel to say, Rome," Arcilla added.

The last time officials from both countries met to sign an air service agreement was in 1951. Philippine Airlines used to operate flights to Israel in the 1950's and 60's. Arcilla noted that the government agency was unable to locate any records of previous entitlements but that it was likely a low number as was the trend in that era.

Israeli diplomats revealed last July that their government was seeking to establish direct flights to Manila in an effort to increase exchanges between the two countries in the areas of trade and tourism. Recent statistics indicate that more Filipinos are travelling to Israel than Israelis headed to the Philippines. In 2012, approximately 13,450 Filipinos visited the Holy Land while only 5,895 Israelis visited the Philippines. Filipinos are entitled to visit Israel visa-free for up to 90 days.

However, Israeli officials believe that the Philippines could prove to be a popular destinations for Israelis especially the younger generation. Many younger Israelis are touring all over Asia seeking cheaper destinations. With all of the beautiful beaches around the country and plenty of shopping and restaurants in Manila, the Philippines is expected to be a good fit for Israeli tourists. Other Asian countries like Thailand have already enjoyed much success receiving nearly 200,000 Israeli tourists each year. There are presently two daily-direct flights between Israel and Thailand.

One of the main challenges for Israeli tourists trying to reach the Philippines has been the need to connect in Hong Kong or Bangkok. But under the new air service agreement, it is hoped that tourists from both nations can soon enjoy a direct flight. It remains unclear which Philippine carrier may be designated to operate service to Israel. However, earlier reports suggest that Israel was interested in inviting Philippine Airlines after the airline was lifted off the European blacklist.

The opportunity to use Israel as a stopover point could prove to be lucrative for Philippine Airlines that has ambitious expansion plans in Europe. If PAL is unable to secure enough traffic flying direct to certain European cities, a stopover in Israel could assist in making future routes sustainable. In addition, the opportunity to pick up passengers in India would give the Philippines renewed access to the Indian market. Philippine Airlines previously operated flights to New Delhi but later cancelled them citing weak demand. While trade between the Philippines and Israel sits at just $200 million. Trade between Israel and India is $5 billion representing a solid opportunity for Philippine Airlines to make a route viable between the three nations. In addition, if Cebu Pacific was to use Tel Aviv as a stopover point as part of its plans to serve Europe, it could comfortably serve all parts of Western Europe given the present limitations of its long-haul fleet.

The Aquino Administration has been actively pursuing the air talks with a number of countries as part of a plan to draw 10 million tourists to the Philippines by 2016. This was the sixth air service agreement signed by the Philippine government this year. Future air talks are expected with Russia and France in the near future. - Philippine Flight Network

Legco set to back call to withdraw visa-free access to Filipino visitors

Hong Kong Lawmakers ready to put pressure on Manila despite fresh hope of compensation deal

Hong Kong Lawmakers are rallying behind a call to withdraw visa-free access for Philippine visitors to Hong Kong despite reports of progress towards a compensation deal for victims of the 2010 Manila hostage siege.

A non-binding Legislative Council motion urging the suspension of the visa-free scheme looks set to be passed on Wednesday (November 7, 2013) after parties from across the political spectrum (Pro Communist and pro Democrats)  indicated they would support it.

Hong Kong Lawmakers want the government to put pressure on the Philippine leadership and Manila city government to compensate families of eight Hongkongers killed by sacked policeman Rolando Mendoza, as well as the injured.

The call comes despite a joint statement on Thursday by Manila City Council representative Bernardito Ang and Democratic Party lawmaker James To Kun-sun, who is working with the victims and families, indicating that a deal was getting closer.

Former security chief Regina Ip Lau Suk-yee, will move the call to stop visa-free access as an amendment to radical pan-democrat Albert Chan Wai-yip's motion seeking sanctions on the Philippines. She has won the support of two leading Beijing-loyalist parties, the Democratic Alliance for the Betterment and Progress of Hong Kong and the Federation of Trade Unions. Pan-democrats are also expected to support her amendment.

Chan's motion is expected to pass. But DAB chairman Tam Yiu-chung says his party may not support an amendment by Democratic Party lawmaker Sin Chung-kai as it "might infringe the existing trade agreements".

Sin wants the government to stop buying Philippine products, halt negotiations on air routes and trade and urge the public to boycott Philippine goods but the Hong Kong  Employer's association opposed of banning the maids as it could paralyze them

But FTU lawmaker Wong Kwok-kin will support both amendments.

"Though the motion has no binding effect, it will exert pressure not only on the Hong Kong government but also the Philippines - as pan-democrats and the pro-establishment camp join forces on this issue," he said.

Sorry, But There Is No Way The Philippines Is The Fifth Best Country For Women

The World Economic Forum recently released its annual gender gap index showing the best places in the world to be a woman.

A lot of the recent buzz has been about the unusually high ranking of The Philippines, which at number five is the highest ranking Asian country. For comparison, the United States and the United Kingdom ranked at 23 and 18 respectively.

The report ranks 136 countries based on economic participation and opportunity, educational attainment, political empowerment, and health and survival.

While the Philippines has for the last several years been consistently ranked in the top ten, Rina Jimenez-David, a columnist for the Philippine Daily Inquirer, found it "puzzling" that the island nation should be ranked so high, given a number of troubling statistics.

In the column, Jimenez-David spoke to Dr. Junice Demetrio Melgar, the executive director of Filipino reproductive health NGO Likhaan. who was equally confused. 

"Frankly, I don't understand the standards they used," said Melgar. "To think that Filipino women continue to suffer the consequences of different forms of discrimination. Filipino women's enjoyment of their human and sexual and reproductive rights continues to be obstructed …"

From the column:

Melgar cites disturbing statistics: the Philippines has one of the highest incidences of unintended pregnancies (54 percent), teenage pregnancies, unsafe abortion (610,000 a year), stagnant contraceptive prevalence rate, and maternal mortality rate. "We're one of the few countries that cannot meet [Millennium Development Goal] 5 by 2015. In fact, with 221 maternal deaths per 100,000 live births, we're way, way behind our target of 52."

She likewise mentions the fact that "we have one of the most restrictive abortion laws (in the world). Even women seeking treatment for incomplete spontaneous abortions (miscarriage) are treated badly in public hospitals ... Incidence of violence against women remains high."

The issue isn't limited to reproductive health:

[Filipino women's] poor health situation "is very much interrelated to women's economic situation and education," Melgar adds. "Filipino women comprise almost 70 percent of our informal economy where workers do not enjoy the benefits their counterparts in the formal economy enjoy.

Underemployment and unemployment among women are also high. A high number of our women are in jobs that are low-paying, under poor working conditions both here and abroad.

Comments Melgar: "We may have more women in government. Unfortunately, this has yet to be translated into more pro-women policies and programs. Many of these women are/were more anti-women than their male counterparts."

The status of women in the Philippines is bipolar. On the one hand, the Philippines has one of the highest percentages of women on corporate boards and the number of progressive women's rights laws aimed at closing the gender gap is impressive. The everyday life of many women in the Philippines, however, is not good.

Patricia Tan Openshaw, a partner at Paul Hastings LLP, drove home the conflict for the women of the Philippines:

Notwithstanding the high percentage of Filipino women representation in corporate boards, together with the increasing number of women entering public service and the fact that the Philippines has had two female presidents, there is a greater number of Filipino women who have no access to employment opportunities due to more fundamental issues pervading Philippine society. Deep poverty remains widespread in the Philippines. Trafficking in women continues to thrive and poverty aggravates such situation. Violence against women is prevalent.

If one of the highest nations in the rankings has such serious issues, it calls into question the validity of the Gender Gap findings.

₱35 Billion Highways - 3rd Public-Private Partnership Projects (PPP) ready for bidding

MANILA, Nov 6 -- Three groups vying to undertake the 47-kilometer Cavite-Laguna Expressway Project has passed documentary prequalification evaluation by the Department of Public Works and Highways (DPWH).

This will be the third PPP Expressway Project of the DPWH bid out under the Aquino Administration, with the Daang Hari-SLEX Link Project scheduled for completion by June 2014 while NAIA Expressway Project is under detailed engineering design stage following the signing of concession agreement last July 8, 2013.

Secretary of Public Works and Highways Rogelio L. Singson said that based on evaluation of the Technical Working Group (TWG) for CALA Expressway Project on the submitted prequalification documents last October 23, 2013, Team "Orion,"  MPCALA Holdings, Inc., and Optimal Infrastructure Development, Inc. are qualified to bid for the CALA Expressway Project while another group, MTD Capital Bhd has yet to meet the needed documents on its construction and design experience requirements.

The DPWH Special Bids and Awards Committee for Public-Private Partnership Projects has given MTD Capital Bhd three days to submit the documents for the construction experience requirement and, qualifications and experience required for their design manager.

The Malaysia-based investment holding company failed to provide acceptable documents of affiliation for contractor MTD Construction Sdn Bhd owned by MTD ACPI Engineering Bhd and stated as a subsidiary of MTD Capital Bhd which may be use to meet the construction experience requirement. Another declared affiliate company Contractor MTD Construction Philippines Inc. also lack the acceptable signed document.

Team Orion backed by Ayala Corporation and composed of the consortium of AC Infrastructure Holdings Corporation, Aboitiz Land, Inc., Macquarie Infrastructure Holdings (Philippines) Pte Limited together with nominated contractors Obsrascon Huarte Lain, S.A., Bouygues Traveux Publics, and Cavite Ideal International Construction Development Corporation have qualified to bid for the project including the operation and maintenance contractors Egis Road Expressway Corporation, Korea Expressway Corporation and OHL Concesiones, S.L.

To be allowed to submit bid for the project, this consortium needs to submit the notarized and authenticated documents provided in the submitted Annex QD-12 (Certificate relating to Notarization and Authentication of Documents) on or before 30 days before the bid proposals submission date.

MPCALA Holdings, Inc. together with their project civil works contractor Leighton Contractors (ASIA) Limited have qualified to bid for the project but two other nominated contractors, D.M. Consunji Inc. and EEI Corporation, have not qualified for failure to meet the construction experience requirements for expressway, viaduct, flyover or bridge of at least P10 Billion in total value.

With financing by the Metro Pacific Investment Corporation, MPCALA Holdings' affiliate Tollways Management Corporation also fulfilled the operation and maintenance experience requirement for the project while another affiliate Manila North Tollways Corporation (MNTC) was not considered as it is supported by a certification of ongoing project from MNTC itself and not from the project owner, which in this case, was determined by the TWG to be the Toll Regulatory Board.

Optimal Infrastructure Development, Inc. together with construction contractor Hyundai Development Company and operation and maintenance contractor Skyway O&M Corporation have qualified to bid for the project while another civil work contractor GS Engineering & Construction did not meet the ISO Certification requirement. San Miguel Corporation will provide the financial requirement for this consortium.

With prequalification of interested firms already completed, Secretary Singson said pre-bid conference is scheduled on November 19 followed by two sets of one-on-one meeting with pre-qualified companies on November 25-29 and December 9-13 prior to bid submission for the 35 Billion worth expressway project set on January 20, 2014.

Frontier Oil to drill ₱5 Billion Palawan Calauit Field and Cagayan wells in Q1 2014

The initial public offering (IPO) of Frontier Oil Corp. will transform the company from an explorer into a producer as it aims to drill two offshore wells in the Calauit Field by end of first quarter next year, a company executive said.

"What we're trying to do with this IPO is transforming the company from an explorer into a producer," president Kristoffer Fellowes told reporters in an investors' briefing late Monday.

"If we're successful, we'll be producing in the first half of 2014 by way of extended well test initiative and that is in Calauit Field," he said.

Discovered in 1991 by Petrocorp Exploration Philippines Ltd., Calauit Field is part of service contract (SC) 52 in offshore northwest Palawan and is Frontier Oil's most mature projects.

"We're still firming up specific dates [for the drilling] but it will be towards the end of first quarter 2014," Fellowes said.

"As soon as we finish drilling, we'll have a revenue stream. It's been in production before so we have assessments that it is bankable, with 5,000 barrels per day for 2.5 years of revenue stream based on independent assessment," he added.

According to Gaffney Kline & Associates, Calauit Field is estimated to have a net present value of 3.8 billion to 5.91 billion.

Fellowes said two horizontal wells will be drilled separately.

"We will have simultaneous operations... with the first well... It will be drilled for 30 days and will proceed to production... Then the second well will be drilled," he said.

On Oct. 25, the Philippine Stock Exchange approved the 2.2 billion IPO of Frontier Oil covering 883.626 million primary common shares at P2.50 apiece.

The offer period is set for Nov. 25 to Nov. 29, with a listing date on Dec. 9., according to a PSE memorandum.

Of the IPO proceeds, 276.88 million will be used for SC 50. Frontier Oil will also use 1.5 billion to drill in SC 52 in the onshore Cagayan Basin by December.

Frontier Oil holds interests and rights to interests in four of the 26 active exploration service contracts

Currently in place with the Department of Energy, with SC 50 and 52 as the two most mature or production-ready projects, according to the company. - GMA News

China Firm chosen as preferred bidder for ₱1.59 billion offer to take ownership of AGUS VI Hydro Power plant in Mindanao

Chinese firm submits best bid for Agus power plant rehab in Iligan City, Mindanao

China's Guangxi Hydroelectric Construction Bureau and local joint venture (JV) partner ITP Construction Inc. submitted the best offer for the contract to rehabilitate and raise the power output of the Agus VI hydroelectric power plant, said Power Sector Assets and Liabilities Management (PSALM) Corp.

PSALM, a state-owned firm tasked to manage and privatize the remaining power assets of  National Power Corp., said in a statement that Guangxi Hydroelectric submitted the lowest offer of 1.59 billion during the Oct. 25 bidding for the upgrading of Units 1 and 2 of the Agus VI hydroelectric power plant.

The bid, PSALM said, could translate to potential savings of more than 1 billion for the government.

The other bid (1.68 billion) was from a group composed of HydroChina ZhongNan, Harbin Electric Machinery Co. Ltd. and BSP & Co. Inc.

PSALM said both bids were within the approved 2.6-billion budget for the contract.

A third potential bidder did not qualify, PSALM said.

PSALM bids and awards committee chair Manuel Marcos M. Villalon II said the winning bid was still subject to detailed evaluation and post-qualification to determine whether it was compliant with and responsive to the bidding requirements and conditions.

Agus 6 is part of the Agus-Pulangi hydroelectric power complex, which generates more than half of the power supplied to Mindanao. The government wants Units 1 and 2 to be uprated to 34.5 MW each (from 25MW) and to be fit for power generation for another 30 years.

"Specifically, the project will include the investigation, design, engineering, manufacturing, installation, testing and commissioning of the new hydropower turbines and blades of the two Agus VI power units. It also calls for the replacement of electrical equipment, materials and devices necessary for the safe and reliable operation of the power facilities. Upon the award, the project is expected to be completed within 900 calendar days," PSALM said. – Inquirer 

Malacañang Palace to go after the Anonymous Antipork hackers

Malacañang on Monday vowed to go after the group of antipork hackers, who defaced the website of the Office of the Ombudsman and 37 other government offices.

"There are existing laws covering that and proper action will be taken," Communications Secretary Herminio Coloma said in a press conference.

Saying there were "sufficient avenues for free expression," Coloma said there was "no need to resort to illegal acts such as the hacking of government websites."

"There is sufficient democratic space for any individual or group. That's why there's no need to commit illegal acts like the one that they did," he added.

Calling itself Anonymous Philippines, the group hacked into the government websites to encourage the public to join Tuesday's protest action against the pork barrel at the House of Representatives.

A major target was the website of the Office of the Ombudsman, which is looking into the plunder allegation against Senators Juan Ponce Enrile, Bong Revilla Jr. and Jinggoy Estrada in connection with the P10-billion pork barrel scam.

Also charged with plunder are Janet Lim-Napoles, the alleged mastermind of the scam, and 34 others.

Willing to listen

Senators downplayed the hacker group's call for antipork protests in Congress but said they were willing to listen.

Senate President Franklin Drilon and Sen. Ralph Recto said that any Filipino, including Anonymous Philippines, was well within his right to stage protests outside Congress.

"Protest is part of our democratic space. We're used to that. They can always express their opinion and we will listen," Drilon said on the phone from Hong Kong on Sunday night.

"Whether or not it is justified is beside the point. We have democratic space, and they can express their views. We will listen," he added.

Recto said "democratic expression should never be feared."

Hooray

Sen. Sergio Osmeña III said the hackers had a right to be fed up with all the looting. "Hooray for them," he said.

While it apologized for the inconvenience, Anonymous Philippines said this was the only way to convey the message to Filipinos who are "tired of this government and the politicians who only think about themselves."

"To the corrupt—fear us," it said.

Members of the Senate and House have been skewered for months over the large-scale misuse of their pork barrel exposed by the Inquirer and the Commission on Audit.

On top of this, they've had to fend off criticism that they received additional pork barrel allocations from Malacañang after the Senate convicted Chief Justice Renato Corona for dishonesty in his statement of assets, liabilities and net worth in May 2012.

Sen. Antonio Trillanes IV downplayed the impact of Anonymous Philippines' "call of action."

"I believe Filipinos will not follow anonymous virtual movements," he said in a text message on Sunday.

No one to listen

If the protests push through on Tuesday, most, if not all, of the lawmakers wouldn't be there to listen to them. Congress is on Halloween break and will resume sessions on Nov. 18.

But Trillanes said Filipinos should "be alarmed about their capability to hack government websites as this could compromise state operations and data storage."

Meralco unit to bid out deal for 460 Megawatt Mauban Coal-fired power plant facilities

The power-generating arm of the Manila Electric Co. (Meralco) will bid out the engineering, procurement and construction (EPC) contract for the 460-megawatt (MW) coal-fired power plant in Mauban, Quezon, before the year ends.

Meralco PowerGen (MGen) and New Growth B.V., a wholly owned subsidiary of the EGCO Group of Thailand, agreed in August to develop the coal-fired power plant targeted for commissioning in 2017.

MGen Executive Vice President and General Manager Aaron Domingo said last week that full development activities are currently underway.

For instance, the company has started to issue bid invites for the EPC contract.

"Invitations to bid to a short-list of EPC candidates have been issued. Firm EPC bids are due by the last quarter of this year," Domingo said.

The company has also issued bid invites for interested financial advisors. "Invitations to bid to a shortlist of potential financial advisors have been issued. Financial advisor to be appointed within the last quarter of this year," added Domingo.

The target financial closing for the project is expected by the second or third quarter of 2014.

MGen will own 51 percent of the power facility, including rights to assign up to 2 percent to an approved assignee, while New Growth B.V. holds the remaining 49 percent.

EGCO, the owner and operator of Quezon Power Philippines Ltd. (QPPL), also owns a coal plant in the same municipality that the Thai firm acquired from US-based Intergen last year. The same power plant has a 25-year agreement to supply Meralco with electricity.

Back then, QPPL Managing Director Frank Thiel said EGCO intends to partner again with Meralco. "We don't consider Meralco just as an offtaker. Meralco has been a partner all along. Without them, this project will not exist. We're working with them, we engage with them every other week to update them on where we are in the project,"  Thiel said.

Thiel said EGCO intends to expand its presence in the Philippines, whether in traditional or renewable power generation. These may include hydropower and natural gas power sources. – Business Mirror

Philippines to pursue two Free Trade Agreements (FTA) in Europe

Philippine Government is sending a team to Europe later this month for talks about possible free trade agreements (FTA) with two European blocs, a Trade official said last week.

           "We will be sending a delegation to Europe third or fourth week of November to continue technical discussions on a possible Philippines-EU (European Union) FTA in Brussels and Philippines-EFTA (European Free Trade Association) FTA in Geneva," Trade Undersecretary Adrian S. Cristobal, Jr. told reporters last week.

Mr. Cristobal said the Philippines is still at the scoping stage, or determining which sectors will be part of an FTA, with the 28-member European Union.

Talks about a possible trade agreement between the Philippines and the EU first began on Feb. 9, 2009, after the latter's plan of pursuing a region-to-region approach with the ten-member Association of Southeast Asian Nations (ASEAN) failed due to the political difficulties of negotiating an FTA that included Myanmar.

ASEAN groups the Philippines, Singapore, Malaysia, Indonesia, Thailand, Brunei, Cambodia, Myanmar, Vietnam, and Lao PDR.

Singapore is the first ASEAN country to conclude an FTA -- signed December 2012 -- with the EU.

The EU is also currently negotiating FTAs with Malaysia, Vietnam, and Thailand.

For the EFTA, Mr. Cristobal said the mission will continue to explore the benefits of forging an FTA with the four-member economic bloc composed of Switzerland, Liechtenstein, Iceland, and Norway.

The Trade official earlier said that talks about a possible trade pact with EFTA began during the World Trade Organization Ministerial Conference in Geneva, Switzerland in 2011 but was "fast-tracked" by the visit to the Philippines of Swiss State Secretary for Economic Affairs Marie-Gabrielle Ineichein-Fleisch in June.

Trade Secretary Gregory L. Domingo and Ms. Ineichen-Fleisch signed in June a memorandum of understanding to start dialogues for a potential FTA between the two countries which, if approved, could be the Philippines' first such agreement with a European country.

Currently, the Philippines has only one bilateral FTA, the Japan-Philippines Economic Partnership Agreement.

However, as an ASEAN member, the Philippines also enjoys the bloc's trade agreements with Japan, China, South Korea, Australia, New Zealand, and India.

Meanwhile, Mr. Cristobal said that the market share of garments, electronics, and furniture exporters, among others, will be reduced should the Philippines remain outside the US-led Trans-Pacific Partnership agreement (TPP).

"If we're not going to be part of the TPP, our neighbors -- Vietnam, Malaysia, and Brunei -- will get preferential tariff for their goods, and our market share will be diminished," he said.

"We cannot afford not to be part of that agreement. If and when they open a second batch of members, we intend to be part of that second batch. We've been doing consultations and we're going to commission specific impact studies," he added.

In April, the government said the country is not yet ready to join the TPP given structural limitations and will require changing the country's laws.

"We're not yet ready for the TPP, we have to do some more homework first on our environment, labor and investment, on the equity side because we have many restrictions," Mr. Domingo had earlier said.

Negotiations are ongoing for the establishment of the TPP, which aims to further liberalize trade in the Asia-Pacific region. Twelve countries -- Australia, Brunei, Chile, Japan, Malaysia, New Zealand, Peru, Singapore, Vietnam, and the US -- are currently in talks to form the TPP, which are slated to be concluded by year's end.

The trade pact, once it materializes, would cover two-fifths of the world economy. –

Hong Kong will BAN Pinoy entry's visa-free access Scheme beginning November

Reported in the South China Morning Post(SCMP) said that Hong Kong Lawmakers are rallying behind a call to withdraw visa-free access for Filipino visitors to Hong Kong despite reports of progress towards a compensation deal for victims of the 2010 Manila hostage siege.

A non-binding Legislative Council motion urging the suspension of the visa-free scheme looks set to be passed on Wednesday after parties from across the political spectrum indicated they would support it.

Lawmakers want the government to put pressure on the Philippine leadership and Manila city government to compensate families of eight Hongkongers killed by sacked policeman Rolando Mendoza, as well as the injured.

The call comes despite a joint statement on Thursday by Manila City Council representative Bernardito Ang and Democratic Party lawmaker James To Kun-sun, who is working with the victims and families, indicating that a deal was getting closer.

Former security chief Regina Ip Lau Suk-yee, will move the call to stop visa-free access as an amendment to radical pan-democrat Albert Chan Wai-yip's motion seeking sanctions on the Philippines. She has won the support of two leading Beijing-loyalist parties, the Democratic Alliance for the Betterment and Progress of Hong Kong and the Federation of Trade Unions. Pan-democrats are also expected to support her amendment.

Chan's motion is expected to pass. But DAB chairman Tam Yiu-chung says his party may not support an amendment by Democratic Party lawmaker Sin Chung-kai as it "might infringe the existing trade agreements".

Sin wants the government to stop buying Philippine products, halt negotiations on air routes and trade and urge the public to boycott Philippine goods.

But FTU lawmaker Wong Kwok-kin will support both amendments.

"Though the motion has no binding effect, it will exert pressure not only on the Hong Kong government but also the Philippines - as pan-democrats and the pro-establishment camp join forces on this issue," he said.

Security minister Lai Tung-kwok would not comment on the amendments until the meeting.

Priest tells court Benhur Luy a drug addict, then backtracks

A Catholic priest testified in court on Wednesday that Benhur Luy, the principal witness in the  pork barrel scam, was a drug addict and had committed offenses in the company owned by Janet Lim-Napoles, the alleged brains behind the racket that cost the government P10 billion over the last 10 years.

But when asked by the prosecution how he learned about Luy's alleged vices, Rev. Peter Edward Lavin, 53, replied that he had not been able to verify them.

Lavin, one of several priests who reportedly received regular stipends from Napoles, testified for the detained businesswoman in the hearing on her petition to be allowed bail in the serious illegal detention suit filed against her and her brother Reynald Lim by Luy.

Lim and Napoles have claimed that they did not illegally detain Luy, but sent him into a "spiritual retreat" in the care of Lavin.

But Luy, in his complaint being heard by Judge Elmo Alameda of Makati Regional Trial Court Branch 150, said Lim and Napoles kept him against his will for three months at Discovery Center in the Ortigas business center in Pasig City and in a house on Lapu-Lapu Street in Magallanes Village in Makati City from Dec. 19 last year to March 22 this year.

National Bureau of Investigation agents rescued Luy, who alleged that Napoles, in connivance with legislators, siphoned off P10 billion from the pork barrel Priority Development Assistance Fund (PDAF) into her bank accounts through bogus nongovernment organizations.

Napoles, Luy's first cousin and boss at JLN Corp., is detained at a police training camp in Fort Sto. Domingo, Sta. Rosa City, Laguna province. Lim remains at large, with a P5-million bounty offered for his arrest.

In his testimony, Lavin, an incorporator of JLN Corp. according to Securities and Exchange Commission (SEC) records, said it was Lim who told him about Luy's vices and offenses at work and about Luy's supposed desire to go on a spiritual retreat.

Lavin, who has known the Napoles and Lim families since 2011, said he offered to be Luy's spiritual adviser and suggested that Luy stay in a retreat house next to a seminary in Antipolo City in Rizal province.

Alfredo Villamor, a lawyer for the defense who led the direct examination of Lavin, noted that Lavin's statement showed that Luy was not detained and instead stayed at the Magallanes house called Bahay ni San Jose (St. Joseph's House), where priests stayed during spiritual retreats.

Lavin said on Dec. 26, he saw Luy moving around the Magallanes house freely and talking to someone on the phone.

"There was a time I said hello to him while he was praying in the garden. There was one occasion when I saw him in the chapel (in Magallanes house) with a Bible and taking down notes," Lavin said.

Asked what was Luy's reply, Lavin answered, "He said he was OK."

He said he was told by a Msgr. Josefino Ramirez, who was staying in the Magallanes house, that Luy had chosen to stay there for a retreat.

At the start of the cross-examination, Christopher Garvida questioned Lavin about his being an incorporator and one of the directors of the JLN Corp., as shown by the company's records at the SEC.

"[That is] a lie," Lavin said.

But Lavin admitted that he visited Napoles in Fort Sto. Domingo on Monday.

Lavin also said Lim had shown him pictures of Luy that he described as "too scandalous" to be shown in court.

"It shows something about having sex with men," he said when Garvida asked for details.

When shown eight pictures that according to Garvida showed Luy "naked and appearing dizzy" and asked what was scandalous about the photographs, Lavin appeared to have modified his opinion of the photos.

"Are these scandalous?" Garvida asked.

"Not so much," Lavin replied.

"So you agreed to give (Luy) a spiritual retreat without confirming if what Lim had told you was true?" Garvida asked.

The priest admitted that he had not been able to confirm Luy's alleged vices.

Garvida also suggested that the priest never had a conversation with Luy apart from simple greetings.

"So you would not know if he was undergoing a spiritual retreat or he was illegally detained?" Garvida asked.

"Yes," Lavin replied.

The bail hearing, where the prosecution had presented eight witnesses and the defense one, ended on Wednesday.

"We will just be waiting for the judge to issue a resolution," Garvida told reporters after the proceedings.

Asked why the defense presented only one witness when it originally planned to present three, Villamor said: "In a bail hearing, you don't have to present all the witnesses. We have our own strategy. And to us, (having one witness) is what the case warrants."

During the continuation of Luy's testimony, he was grilled over some inconsistencies between his statements in three affidavits he had submitted and the information he had given in court.

"Our lawyer Levito Baligod told me to write in the affidavits only what's important and the rest would be testified to in court," Luy explained, stressing that nothing was inaccurate in what he had said in court and his statements in the affidavits.

He was also quizzed about his plan to set up a business similar to Napoles', which he stated in his affidavits.

"Yes, but not illegal," Luy said, stressing he would propose projects that would go through public bidding and he would make sure the projects would be implemented.
